The Hermandad Los Angeles Economic and Community Development Corporation (HLAECDC) is a private, non-profit community-based organization under HMN. Founded in 1996, (HLAECDC)'s goal is to improve the standards of living for the Spanish-speaking community and other minorities. The organization provides these populations with affordable, high-quality housing integrated with an array of social services intended to help them break the cycle of poverty.
Our efforts include organizing tenants to improve their housing conditions, including informing tenants about their rights and the rights of the landlord. Our goals also include rehabilitating housing complexes to provide adequate low-income housing for the community as well as establishing community centers within the complexes where a variety of social services are offered.

Columbus Apartments
This is a 29-unit building located at 8634 Columbus Avenue, North Hills, CA. The apartments are located in a neighborhood that was devastated by the 1994 Northridge Earthquake. The rehabilitation was fully funded by the Los Angeles Housing Department as a part of their Acquisition program of earthquake-damaged buildings.
To accomplish this project, Hermandad entered into a partnership with Community Multi-Housing, Inc. a for-profit developer founded by the Chandler Group. The Chandler Group is a successful developer of commercial and residential projects that is based in Burbank. Hermandad participated in the reconstruction and management of the building. The agency also plays an important role in marketing, accommodating residents, and providing social services.
This is a 4.2 million dollar project financed by the Los Angeles Housing Department and Tax Credit Allocation Committee. The project completed construction in March 1999, the 32-unit apartment building has brought significant rehabilitation into the neighborhood. The complex is at the heart of Panorama City at one of the poorest census tracts in the San Fernando Valley: 14601-14617 Blythe Street, Panorama City, CA 91402. The apartments were revitalized in front of a 2 million square foot commercial center. The construction of the apartments and center has brought substantial renovation to the area.
Before the renovation, this was one of the worst buildings in the neighborhood. The tenants suffered from overcrowded conditions, inadequate housing conditions, and constant drug trafficking. The residents now enjoy significant changes in their living standards. A unique characteristic of Blythe Street Apartments compared to other apartments is the low population density. The new apartments created space for additional parking, it provided more green space, a community room, and a laundry room.
This is a 7.2 million project funded by the Los Angeles Housing Department developed in partnership with Boston Capital. The Construction was completed in 1999. The Sycamore Park Apartments are located in Northeast Los Angeles in the area of Highland Park 250 S Avenue 50 & 149 S Avenue 49, Los Angeles, CA 90042. They are in a low-income area known as "El Hoyo" (the hole). The apartment complex was severely dilapidated, tenants lived in overcrowded conditions, and the children did not have a play area and had to endure blatant drug activity.
The complex was renovated with a community room, laundry room, and play area. The complex has a security gate to prevent trespassing and any kind of unauthorized entry or activity. The complex also has a security gate to prevent trespassing and any kind of unauthorized entry or violent activity.
The development is located at 13034-13052 Sherman Way in the commercial corridor of Sherman Way in North Hollywood. The cost of the project was $24,029,119, and construction was finished in December of 2005.
The structure is a five-story building containing 100 one-, two-, three-, and four-bedroom units. It has 140 parking spaces on the ground floor. The apartments also include central refrigerators, dishwashers, air conditioners, secured parking, a child care center, and a youth community center.
Colonia Corona provides facilities for child care, on-site adult education services, and after-school programs for children. The complex offers welfare recipients who face the challenge of returning to work special services such as job training, on-site affordable daycare for 44 preschool children, after-school assistance in English as a Second Language, Health Education, and help for seniors who may need to live with extended families.
Colonia Corona aims to alleviate the area's urban blight and improve the Sherman Way commercial corridor's function, design, and economic vitality. The complex will promote integrating residential life with public life while facilitating housing within walking distance of retail stores.
